How do I convert a raster PDF to vector?

You can't recover the original linework from a raster PDF. The reliable fix is to ask the issuer for the PDF exported straight from the design software. Tracing programs can turn pixels into paths, but the result is approximate geometry, and OCR only adds searchable text. For takeoff, a calibrated scan can still be measured by hand.

Ask for the original vector PDF export

The engineer or architect who issued the drawings has the design files and can export the sheets to PDF again with the linework intact. Send the request through the contact the bid documents name for questions. A vector PDF is a different request from CAD files, so an issuer that won't release drawing files may still be able to send one.

  • Name the sheet numbers, revision and any addendum the request covers.
  • Describe the problem, such as a pixelated pavement edge or an unreadable dimension.
  • Ask for a PDF exported directly from the design application, not printed and scanned again.
  • When it arrives, match its sheet number, issue date and addendum status to your working set before measuring it.

Measure a raster PDF manually in Zip Takeoff after calibrating

You don't need to convert a scan to take it off. Zip Takeoff measures scanned sheets with the manual Area, Linear and Count tools once the sheet has a scale. Calibrate on the scan's bar scale or a labeled dimension, check another dimension running the other way, since a scanner can stretch a sheet more in one direction, then trace the boundary corner by corner. Smart Area, Smart Linear and Smart Count read vector drawing data, so they find nothing on a scan.

A new area condition is named, then a parking lot is traced corner by corner and closed with a double-click.

What raster to vector conversion actually produces

Tracing software looks for edges or color boundaries in the pixels and draws paths along them. The Trace Bitmap command in the free Inkscape editor is one example, and its manual warns not to expect a fully faithful vector version of the image.

On a plan sheet, a traced line follows the scanned pixels, including blur, skew from the scanner and specks, so it carries the same errors as the scan. Text, dimension strings and hatching trace into loose shapes, not into lines and labels you can use. If you trace a sheet anyway, check its quantities against the scan's labeled dimensions.

Why OCR does not convert a raster PDF to vector

Optical character recognition (OCR) reads the characters in a scan and adds a text layer so the sheet becomes searchable. It does not turn the drawing into lines and shapes. After OCR, the sheet is still an image of the drawing, with searchable words on top.
